How to Appeal Your Hillsborough County Property Tax Assessment

Can I Appeal My Assessment?

Yes — any property owner in Hillsborough County can file an appeal. You don't need a lawyer, tax consultant, or prior experience. The process is designed for homeowners to handle on their own, and thousands of appeals are filed each year.

When Is the Deadline?

The appeal deadline is 25 days after your TRIM notice is mailed. TRIM (Truth in Millage) notices are typically mailed in mid-August, making the deadline around mid-September. The exact date varies each year — check your TRIM notice for the specific filing deadline.

Don't wait until the last day. Filing early through the online system gives you more time to prepare your evidence and respond to the Property Appraiser's evidence exchange.

Step 1: Try an Informal Review First

Before filing a formal appeal, contact the Hillsborough County Property Appraiser's office to request an informal review. You can call 813-272-6100 or visit the PA website at hcpafl.org. Many value disputes are resolved at this stage without needing a formal VAB hearing.

Step 2: Review Your Assessment

Start by looking up your property on Hillsborough Value to see your appraised value, comparable properties, and potential savings. Then verify the details on the Property Appraiser's website — check your square footage, year built, and property condition. Data errors are surprisingly common and can inflate your assessment by thousands of dollars.

Keep in mind that Florida uses Just Value (equivalent to market value) as the basis for assessment. If you have a homestead exemption, the Save Our Homes limit for 2026 is 2.7%, the lower of 3% or the applicable CPI change. Homestead exemptions affect taxable value separately: the first exemption is up to $25,000, and the additional exemption for qualifying non-school taxes is up to $26,411 in 2026. Step 3: Gather Your Evidence

The two most effective appeal strategies in Hillsborough County:

  • Just Value (market value): Show that recent sales of comparable homes indicate your property is worth less than the Property Appraiser's Just Value. Bring sale dates, addresses, and prices for homes similar to yours that sold in the last 6-12 months.
  • Equity: Show that similar properties in your area are assessed at lower Just Values per square foot. When comparing properties, always compare Just Values — not assessed values — since Save Our Homes caps mean assessed values vary based on how long each owner has held the property.

Step 4: File Your Appeal Online

Hillsborough County uses the AXIA system for online VAB filings. To file:

  1. Go to the Hillsborough County VAB portal and create an account or log in
  2. Search for your property using your folio number
  3. Select the petition type (typically "Value" for residential homeowners)
  4. Pay the $15 filing fee per parcel
  5. Upload your evidence before the exchange deadline
  6. Submit before the filing deadline shown on your TRIM notice

Step 5: Evidence Exchange

This is a critical step unique to Florida. You must exchange evidence with the Property Appraiser at least 15 days before your hearing. Upload all your evidence to the AXIA system by the exchange deadline. The PA will also share their evidence with you — review it carefully so you can prepare rebuttals for your hearing.

Tips for Hillsborough County Appeals

  • An informal review can help, but does not extend your VAB filing deadline
  • Focus on 3-5 strong comparable properties with lower $/sqft Just Values
  • Check for data errors — wrong square footage, year built, or missing condition adjustments

Your 2026 TRIM notice and VAB petition

For a valuation petition, use the filing deadline printed on your TRIM notice, generally 25 days after the notice is mailed. An informal review with the Property Appraiser does not extend the petition deadline. Check with the Hillsborough County VAB for the current date, fees, hearing instructions, and evidence exchange.

Compare Just Value to market evidence. Assessed and taxable values also reflect assessment limits and exemptions, so a neighbor’s lower taxable value alone does not establish that your Just Value is wrong. Review the Florida Department of Revenue taxpayer guidance.
